Exchange either spot or forward must not be given for the purpose of facilitating the carrying of positions in commodities unless the detailed proposals have first been placed before the Reserve Bank by the person requiring the exchange. The Reserve Bank will not approve such facilities but they may say in suitable cases that they have no objection to authorised dealers granting them at their own risk. The completion of such contracts will be considered in the light of conditions ruling at the time when the contracts mature. In any case authorised dealers can expect no assistance from the Reserve Bank if they allow themselves or their non-Empire branches or correspondents to become heavily overbought or oversold in any non-Empire currency against rupees. In addition authorised dealers are advised that they should not grant overdrafts in rupees (whether secured or not) to their non- Empire branches and correspondents except for temporary purposes and up to a limit of Rs. 50,000. Authorised dealers must satisfy themselves that they do not enable their branches and correspondents to grant to persons or firms in India forward facilities which would be prohibited if extended in this market. Para. (4) .Rupee transfers to non-Empire accounts. As regards non-Empire accounts which are not accounts of bank branches or banking correspondents, the existing paragraph applies (subject to the procedure which has been prescribed for taking a letter of undertaking (Q. A. 22) from non-Empire concerns instead of Form A. 7 in suitable cases; this letter Q. A. 22 should not however be used for bank accounts without reference to the Reserve Bank.] In the case of the rupee accounts of non-Empire bank branches and banker correspondents the following procedure should be followed: Transfers or payments from a domestic Indiant source to such accounts must be reported to the Reserve Bank on Form A.-7* (except when the transfers or payments represent the proceeds of the collection of rupee bills). Transfers or payments in rupees from the accounts of such branches and correspondents may be made freely to the accounts of similar non-Empire branches and correspondents without any report to the Reserve Bank of India. Notification No. 288-O.R./39, dated the 14th December, 1939, issued by the Government of India in the Defence Co-ordination Department. Whereas it appears to the Central Government that the coutrol and management of the Allianz Und Stuttgarter Life Insurance Bank Ltd., being an enemy firm as defined in rule 103 of the Defence of India Rules, has been so affected by the state of war as to prejudice the effective continuance of its business in British India, and that it is in the public interest that the said business should be carried on: Now, therefore, in exercise of the powers conferred by subrule (1) of rule 113A of the Defence of India Rules, the Central Government is pleased to authorise Messrs. A. F. Ferguson and Company, Chartered Accountants of Bombay, to carry on the said business: Provided that the said Ferguson and Company (i) shall, in the management of the said business, be accountable to the Central Government, and be subject to the superintendence, direction and control of the Central Government, and (ii) shall not effect any new contracts of life insurance. Press Note, dated the 15th December, 1939, issued by the Government of India, in the Department of Commerce :- In a Press Note published on the 2nd December, 1939, it was stated that certain negotiations were proceeding for the recovery of cargoes on enemy ships which had taken refuge in neutral ports. The negotiations referred to. which are still proceeding, were those undertaken by the London Chamber of Commerce, who, on behalf of all the cargo owners in the United Kingdom, had been given leave to approach the enemy ship-owners concerned for the release of goods on board enemy-ships sheltering in neutral ports.
