Note by Mr HS Wildeblood MICE Superintending Engineer, Rajputana Public Works Department, dated 8th November 1910, on the attached diagram of financial records of the Ajmer- Merwara tanks 1 The dingram shows that the sum at char e which means the capital outlay plus the annurl financial losses on excess of interest and maintenance charges over receipts by Government has steadily increased from about 35 to 45 ini hs during the past 10 years Of this the actual capital outlay accounts for an increase from about 28 to 34 lakhs and the average annual loss on interest and workin, has been nearly half a lakh During this period the percentage of net revenue on capital fluctuated between 1 and 3 This net revenue represents the difference between gross revenue and working expens es exclusive of interest und as interest charges are roughly about 35% the above net revenue is insufficient to cover them 2 The value of the crops naised is another aspect of the question which mainly affects the inhabitants of the locality 3 A possible justification for the increasing annual loss to Government and the general taxpayer would be a corresponding saving in famine relief expenditure but it is unfortunately not very clear that any such saving takes place for the simple reason that in a famine year when the rains fail the tanks are usually empty They are therefore not famine protection works in the sense that canals fed from the Himalavan snows are The result of the intro luction of hundreds of tanks into Ajmer Merwara is to increase the population This increased population has to be sui ported at Government expense in a famine year It is obvious that the annual loss to Government cannot be allowed to go on increasing indefinitely though it is not easy to su, rest a remedy There are however several alternatives which suggest thems lves among wl ich I shoull be inclined to put the follon ng in the foregro ind (9) The gril nal rej licement of the tail system by one of wells except 11 the case of tiks vbich are paying concerns 10) The extension of forest arca as a means of retainı g the under ground well water ro) The bullirg of masonry or puddle cross walls below ground luvel and across valley3 with the same object I presume that the limit of desirable tıxation of the lenefitting landlords and tenants who raise the crops has beun reached tion for the revenue authorities This is a ques IS WILDEBLOOD ICE Superintending Engineer P TV D Rajputana The Clief Commissioner is constrained to r cord his entire d ssent from the personal views recorded in the above note by Vfr Tildehlood He con saders that they ind cate a completely erroneous view of thic clementary meaning of a protective work The tanks in Ajmer Verwarı have been constructed as protective works in a country which is peculiarly liable to famire and they have constantly justified their cristence and the expenditure incurrcil on tlıcm notally in 6 9 1840, 1865, 1866, 1881, 1884, and 1888. These are only some well known instances. There have of course been years of deficient rainfall and famine, when the tanks have not filled; but the fact that they have saved the situation in other years is sufficient, and besides this they add in normal years to the prosperity of the people, thereby giving them a better chance of withstanding scarcity or famine, when it occurs. The tanks, moreover, are admittedly of the greatest benefit in keeping up the water level of the wells situated below them. The addition of crops valued at over 10 lakhs as in the present year on tank lands only, must contribute largely to the power of resistance of the people, and there is a large area of well land which, though not included in the above, is indirectly dependent on tanks. The indirect benefits secured to the people by means of the tanks cannot be put into figures or shewn within the dry statistics of a report, but they are known to be very valuable. valuable. The argument used by Mr. Wildeblood based on the effect of tanks in increasing the population, is not a legitimate argument. It would obriously, if carried out to a logical conclusion, justify pure inaction in face of famine in a country where that calamity was to be expected. The loss to Government in consequence of these tauks is not by any means so great as Mr. Wildeblood paints it. His high figures of annual loss are obtained by adding each year to the sum at, charge the amount by which the profits fall short of normal profits. But there is no reason to calculate in this way. The following are the figures showing the percentage of net revenue on capital outlay during the last nine years:- 1901-02 3:00 1902-03 0.7 1903-04 26 1904-05 3:35 1905-06 1.53 1906-07 2.2 1907-08 2.35 1908-09 2:44 1909-10 1:57 If the unfavourable year, 1902-03, be excluded the return on capital outlay Las averaged nearly 24 per cent., and it may safely be said that this is an extraordinarily high return to obtain on Protective Works. ... . The financial results of Protective Irrigation Works in the United Provinces for the same nine years show that the percentage of net reveuue on capital outlay was a deficit quantity in 1901-02, 1902-03, and 1908-09, while in the remaining six years it averaged only :47. The Chief Commissioner.is of opinion that the tanks in Ajmer are a solid asset of great value to the Government and to the people, and that they lave contributed largely to the security of the population against the miseries and risks of famine, (Sd.)
