VICE-CHANCELLOR'S OBSERVATIONS ON THE ANNUAL REPORT-1971 1. I am making a few observations arising out of the report of the University for the academic year 1970-71. For practically the whole of the year under review, Prof. P. L. Bhatnagar continued to be the Vice-Chancellor and the progress that has been shown in various directions is due entirely to him and the Vice-Chancellors who preceded him. Coming from a slightly different set up, I took some time to understand the working of the various units and agencies-teaching and non-teaching of the University. The session started as usual with representations, strikes, demonstrations etc. etc. Thanks to my colleagues, teachers, administrative officers and the members of the various University bodies most of the problems have been or are being tackled peacefully. 2. The Registrar's report outlines the main directions of the progress made in the teaching and affiliating wings of the University in the year under review. It will be observed that there has been an increase in the number of affiliated colleges during the year. The number of post-graduate colleges, under-graduate colleges and teaching departments increased from 21, 76 and 23 to 38, 91 and 25 respectively. Besides the increase in the number of institutions, the number of students both at post-graduate and under-graduate levels also increased substantially. The rate of this increase comes to about 20,000 per year. As had already been observed by my predecessor, this urgently requires some action on the part of the University as well as the State Government to ensure that the University does not become unmanageable. I addressed a letter to the Government in the beginning of the present, session drawing their attention to the acute conditions developing in regard to admission, classrooms, laboratories, teachers, non-teaching staff and other connected matters on account of the annual increase in the number of students seeking higher education. I requested the (ii) Government to start planning for the session 1972-73 well in advance. But changes in the Government, national emergency and elections seem to have stood in the way of the Government giving serious thought to these matters. It is hoped that now they will take up these problems, as also the question of amending the Acts as recommended by Dr. M. S. Mehta's Committee. It is also hoped that solutions will emerge which will be helpful to students as well as to the University. 3. The University departments continued their normal research activities as well as research projects approved by the Council of Scientific and Industrial Research, the Atomic Energy Commission, the National Council of Education & Research Training, the Ministry of Defence etc. Some new research projects were also approved by the ICSSR during the year 1970-71 under Dr. Iqbal Narain and Dr. C. P. Bhambhari. 4. The following Summer Institutes, Summer Schools and Seminars were organized by the University Departments with financial assistance from the U. G, C, : (i) Orientation Course for Junior/Fresh College teachers by the University Department of Adult Education from June 21 to July 18,71; (ii) Summer Institute in Chemistry for College Teachers by the Department of Chemistry in May-June, 1971; (iii) Summer Institute in Mathematics for Teachers from Secondary Schools/PUC/Intermediate and Training Colleges by the Department of Mathematics from May 16 to June 19, 1971; (iv) Seminar on 'Nehru & Nation Building' by the Department of Political Science in March, 1971; (v) The University Department of Mathematics organized the 5th Annual Conference of the Association of Mathematics Teachers of India with financial assistance from the University, the State Government and the U. G. C.; (vi) The Department of Political Science organized a Seminar on 'Role, Functions and Organization of the ICSSR with financial assistance from the ICSSR.

(iii) 5. The University recommended to the U.G.C. applications for special grants from some of the affiliated Colleges for the purchase of Library books, laboratory apparatus, furniture, construction of staff quarters etc. and about 29 Colleges benefitted under this scheme. Similarly, the Univorsity Grants Commission also approved grants to 88 Colleges for Student Welfare Programmes. The teachers of the affiliated colleges were also benefitted by the UGC grants under the scheme for Award of financial assistance to teachers for research works. 18 Lecturers from affiliated Colleges took advantage of this scheme. 6. During this year, the University introduced rules for the payment of gratuity to its employees and they were implemented with retrospective effect (i.e. April 1, 1969). Service Rules for work-charge employees were brought into effect from 1.1.1971. The University granted to its employees ad-hoc relief as per recommendation of the State Government. Many other facilities such as provisions for house construction loan, special loan etc. were also introduced during the year under review. 7. About 25 teachers of this University were able to avail of the U.G.C. award of financial assistance for their research work. Some of our teachers were honoured by the U.G.C. and other agencies by being accorded recognition for their work. Prof. S.P. Verma was selected by the U.G.C. to deliver lectures under the scheme of National Lectures, Prof. B.L, Saraf was nominated by the National Council for Scientific Education to visit the U.S.A. Prof. T.K.N. Unnithan visited the University of Calagary during September, 1970. Dr. Iqbal Narain attended the Conference on 'Research Areas in Developing countries' organized by the Centre for Comparative Studies in Technological Development and Social change, Minniapolis, Minnesota (U.S.A.) without any financial liability to the University. Dr. G.S. Sharma, Dean, University Studies in Law, was elected President of the All India Law Teachers' Association for the session 1971-72 at the time of the Annual Session of the All India Law Teachers' Association at Jaipur. Besides these, the work of many other teachers in this University was appreciated and recognized by several agencies. Thus the members of our teaching staff have kept up their interest in extending the frontiers of knowledge.

Ti members of our teaching staff have kept up-' extending the frontiers of knowledge.

(iv) 8. Five foreign Professors visited the University under the Cultural Exchange Programmes between India and other countries. Shri M.L. Mishra, Director, University Institute of Correspondence Studies and Dr. Daya Krishna, Head of the University Department of Philosophy were selected to visit the USSR under the Cultural Exchange Programme. 9. Benefitting from the U.G.C. unassigned grant, Mrs. C.K. Dandiya, Director Incharge, Adult Education (Extension Wing) Department attended an International Conference at Montreal, Dr. Om Prakash, Director, University College of Commerce, attended the XVIII International meeting of the Institute of Management Sciences at Washington; and Shri N.N. Gidwani, Director of University Libraries, attended an international Conference at Canberra (Australia). 10. Attempts were also made to solve the problems of students. New construction work was undertaken in different units to meet the immediate demands of the students. The teaching wing started its work as usual' from the beginning of the session. During the year, the tone of students discipline was on the whole satisfactory except that the University had to be closed from 13th November to 25th November, 1970. The main demand of the students related to the reduction of room-rent, electric and water charges from the hostellers. For the first time during this session the system of direct election was introduced in the Students Union. On several occasions discussions were held with the students. New and rationalized schemes of concessions in attendance were introduced for the benefit of students who were taking active part in games and sports, so that they could appear in the examinations without sacrificing their interest in games and sports. 13 teams representing this University participated in the Inter- University tournaments at different University centres. It was decided that two captains of University teams in the various games be appointed, by rotation, every year as members of the University Sports Board. For the benefit of poor boys studying in the University, a Vice-Chancellor's Aid Fund was created and detailed rules for the same were approved by the Syndicate during the year under review. 2 11. N.C.C. Training was carried out as per syllabus during the year under review and the over-all impact of N.C.C. Training on the students was satisfactory. However, it was reported that attendance on parades was not quite what it should have been. It is necessary that interest be created amongst students for this important national activity. 12. During the year under review, three candidates were admitted to the D.Litt. degree and 72 to the Ph.D. degree of this University. The following table gives the actual break-up subjectwise : D. Lini. Hindi Sanskrit 2 1 lh. D. ܝ Hindi 13 Sanskrit 2 Music 1 Political Science 2 History 4 Urdu 2 Philosophy Geography Sociology English 1 Chemistry 13 Botany 7 Zoology 4 Mathematics 4 Physics 5 Faculty of Commerce 10 Education 1 1 1 It is gratifying to note that the examiners spoke highly of the standard of research attained in these theses. The examination results have been good as usual, with hundred percent passes in as many as 33 examinations. However, most of the results of undergraduate classes were below 50% efforts need to be made to improve these results.

(vi) 13, The ceremonial part of the Convocation of the University scheduled to be held on the 19th December, 1970 had to be abandoned on account of disturbances by students of the Law faculty. However, the Vice-Chancellor conferred the degrees by using his emergency powers. Medals were awarded at a small function in the evening at the residence of the Vice-Chancellor where the Chief Guest, Dr. Ramdhari Singh Dinkar also addressed the gathering 14. Apart from other important academic changes in the University, a new Faculty of Sanskrit came into existence with effect from the academic session 1970–71. 15. The U.G.C. was approached for providing assistance for strengthening the University Scool of Law. Proposals were, therefore, sent to the U.G.C. for providing grants for additional staff, for purchase of books, construction of buildings etc. Those proposals could not be accepted but I am happy to announce that the Government of Rajasthan has now been good enough to grant a sum of Rupees 2 lakhs towards the construction of a building for the School of Law. The University has also been sanctioned special assistance by the U.G.C. for Chemistry under the programme of Centres of Advance Study. A proposal has also been sent to the U.G.C. for starting the M. Lib. Sc. Course, but probably the U.G.C. is not in favour of multiplying this course at many places. Similarly, efforts are also being made for starting post-graduate courses in Urdu, Home Science, Education etc. The U.G.C. has very kindly agreed to provide 100% assistance, outside the plan allocation, for providing recurring and non-recurring grants for setting up of a Department of Education during the IV Plan period. 16. + During the year under review, several construction works were completed in different units of the University, for example, cubicles were provided in the Commerce College, and road, wirefencing, gates and fans were provided in the Rajasthan College campus. A Reading-hall, gates and cash-counters were constructed in the Maharaja's College campus. In Maharani's College the work of building a Common Hall was completed in addition to other minor works. The foundation stone was also laid for the construction of the Botany Department in the University Campus.

(vii) 17. As reported last year, the State Government has fixed a Non-Plan Maintenance Grant for our University for next five years on the base year 1969-70 and has allowed a compound trend increase of 7% every year. During the year 1970-71 the State Government released a total sum of Rs. 124.62 lacs as Block Grant. This amount included a sum of Rs. 41.59 against arrears of grant for the preceding years. Including the amount of State Government Non-Plan Grant mentioned above, the total Non-Plan receipts of the University for the year 1970-71 amounted to Rs 181.77 lacs Against this the total Non-Plan expenditure was of the tune of Rs. 155.65 lacs. Thus a net saving of Rs. 34.17 lacs accrued to the University. The amount of this saving has been utilised to recoup the depleted Reserve Funds of the University which stood on 31 st March, 1971 at Rs. 13.37 lacs. A further sum of Rs. 15.37 lacs was utilised for creating various funds for making advances to University employees for purchase of conveyance, house building, etc. A sum of Rs. 12 lacs was also invested in short term call deposits to ensure that a part of the surplus remained readily available to the University in times of financial emergency. 18. Since 1970-71 the University's financial position has improved and as would be observed from the budget for the year 1971-72 presented before the Senate separately, no deficits have accrued to the University during the year 1971-72 and it is envisaged that the budget for 1972-73 would be a balanced budget. Thus the aforesaid paragraphs give a picture of the University in different spheres during the session 1970-71. The University has come a long way since its inception 25 years ago. It has developed in many directions--new departments and studies have been added to it-the number of students and teachers has risen-and the quality and quantity of research have improved, so that this University has carved out a place for itself in the academic world. But higher education in our country is now passing through a crisis, and the future is not clear. Agitation and unrest amongst the students, and latterly among the teachers also, have provoked a lot of thinking on the objectives, structures.com pattern and contents of University education. Increasing (viii) for money on the part of educational institutions, and the acute shortage of finances from which State Govermnents are suffering have added a new dimension to the problems of the universities. The question of amending the Acts and Statutes is engaging the attention both of the Government and the University authorities. Partly this change may be needed to accommodate the aspirations and rising expectations of our teachers and students, and partly it will be required to solve the difficulties resulting from the complexity and the unwieldy size which this University has now attained More buildings in the shape of laboratories, class-rooms, hostels, living quarters are needed. The Government of Rajasthan has agreed to subsidise a building for Law Department, and work may soon be started on three students hostels, but there is an acuute shortage of space in all the departments and colleges. The U.G.C. has also agreed in principle to starting Correspondence Courses at the Postgraduate level in two subjects, but as yet it has sanctioned no money and has not given any guide-lines or rules. We have, however, started these courses for History and Political Science. The examination system has also to be overhauled, because the present system has a number of weaknesses. Efforts are being made to introduce the semester system, and also to introduce a separate Examination Section under a Controller of Examinations, in order to bring efficiency. There is some talk of job-oriented education, but a large section of our faculty still stands committed to the old culture-oriented pattern. The future, therefore, is not quite clear. This is true of the whole of India. But we hope that under the leadership of the U.G.C. and the Ministry of Education and with the co-operation of the State Government which, we hope, would be more liberal in its grants, it will be possible for this University to overcome its present difficulties and to continue its onward march. Saxena, Retd. Director of Education, Rajasthan. The Committee submitted its final recommendation which were accepted by the Syndicate and implemented w.e.f. 2nd December, 1970. The net effect in the sanctioned strength of the office was reduction of one post of Assistant Registrar and one post of Section Officer, and addition of 6 posts of Assistants, 5 of U.D.Cs. and 2 of L,D.Cs. The entire set-up of the office was re-organised and a Hand Book of office- Procedure approved by the Committee was circulated amongst the members of the staff so as to streamline the working on efficient lines. 53. M/s Kalani and Co., Chartered Accountats appointed as Auditors for auditing the University accounts for the year 1970-71. werc 54. The tone of student discipline was on the whole satisfactory except that the University had to be closed from 13th November to 25th November, 1970 due to student un-rest in connection with their demand for revision of room rent and electricity and water charges realised from the hostellers. The students had earlier met the Chief Minister and with joint consultation the University had already decided to reduce these charges by about Rs. 10/- per hosteller per month. Soon after this decision was taken, another charter of demands was presented to the Vice-Chancellor and the University was asked to fulfil all those demands within two days. The situation grew tense. The student leaders did not listen to reason and indulged in damaging public property. It was, therefore, considered desirable to close the University. 55.
